The above procedures provide C access to the Tcl-DP "address"
extension.  The procedure \fBTcm_CreateAddress\fR creates a
record to store the given \fIaddr\fR and \fIport\fR information
and returns an address handle for further access to the created
record.  The \fBTcm_FindAddress\fR procedure returns an address
record given an address handle.
